In Arizona, Democratic lawmakers propose creating five "rural groundwater management areas" to limit new pumping and conserve water, gaining some Republican support. Arizona's Governor Katie Hobbs also introduced the Rural Groundwater Management Act to protect rural areas from overuse by out-of-state corporations, establishing councils for conservation.
