FAA report: Single controller managed both aircraft and helicopter traffic before fatal crash at DCA.
A Federal Aviation Administration report indicates that staffing at the air traffic control tower at Ronald Reagan National Airport was "not normal" at the time of a mid-air collision between an American Airlines flight and a military helicopter, resulting in 67 fatalities.
Typically, two controllers manage aircraft and helicopter traffic separately, but at the time of the crash, a single controller was handling both.
The National Transportation Safety Board is investigating the incident.
