West Virginia Governor Patrick Morrisey appointed Ian Masters, head of the West Virginia Citizens Defense League, to replace Joseph de Soto, a lawmaker-elect arrested for threatening his colleagues. De Soto switched from Republican to Democrat before his arrest. Despite Democratic efforts to block a Republican replacement, West Virginia law requires the governor to appoint someone from the same party as the vacating member.
