British Columbia's advocate for service quality, Cary Chiu, testified that home-share providers for adults with disabilities are exhausted and underpaid, leading to poor care. This follows the death of Florence Girard, who starved while in home care. Chiu called for higher pay to sustain the quality of care, but Community Living BC noted that increasing pay may strain their current budget.
