Maui Police Department officer Carlos Frate, 40, has been fired and indicted for allegedly tasing a man who had surrendered and for falsifying a police report. If convicted, Frate faces up to 30 years in prison. The case was referred to federal authorities by the Maui Police Department following an FBI investigation.
