South African prisons are severely overcrowded, housing 46% more inmates than their capacity allows. With 156,000 inmates in facilities designed for 105,000, officials are concerned about the high number of foreign nationals and those unable to afford bail. The Correctional Services Minister proposes building new centers to add 50,000 beds, at an estimated cost of R36 billion, to alleviate overcrowding.
