Arkansas State Police Sergeant Gabe Monroe has been cleared of wrongdoing for using deadly force to stop a stolen bus during a chase in August. Monroe fired at the bus's tires to disable it after the driver, 29-year-old Elvin Richard, steered it into a rail yard. Richard was arrested without injury.
