Northern Ireland's Justice Minister, Naomi Long, has ordered a review to investigate why Jonathan Creswell, convicted of abusing his former partner and accused of murdering showjumper Katie Simpson, was not managed under the Public Protection Arrangements Northern Ireland (PPANI).
