Germany has confirmed its first foot-and-mouth disease outbreak in nearly 40 years, affecting a herd of water buffalo near Berlin. The disease, which causes fever and mouth blisters in cloven-hoofed animals, does not harm humans but can spread rapidly among livestock. In response, authorities have established a 3-kilometer exclusion zone and a 10-kilometer surveillance zone around the infected area. The infected animals have been euthanized to control the outbreak. No federal or international measures are currently planned.
