Inspired by ISIS, the attacker's actions have prompted concerns about the ease of replicating such attacks due to the low skill required. The bulletin advises law enforcement to look out for suspicious vehicle rentals and pre-operational surveillance as potential indicators of imminent attacks. ISIS has been promoting vehicle attacks since 2014.
