The Odisha government has identified over 4 million "ghost" beneficiaries in its public distribution system during an e-KYC verification process. Each district is estimated to have between 100,000 to 150,000 such beneficiaries. The state aims to enhance transparency and remove ineligible beneficiaries to ensure food security for genuine recipients. Over 26 million ration cardholders have been verified, with nearly 177,000 ghost beneficiaries removed.
