Illinois State Trooper Clay Carns, 35, was fatally hit by a vehicle while clearing debris on I-55 near Channahon on Monday night. The driver has been charged by the Will County State's Attorney. Carns, who served 11 years as a trooper, was struck on Scott's Law Day, which requires drivers to slow down or move over for emergency vehicles. He is survived by his wife, two children, and parents.
