A video from the Seal Beach Police Department shows two shoplifting suspects expressing surprise after learning that low-total theft is now a felony in California due to Proposition 36. The suspects were caught stealing $885 worth of items from two stores. Proposition 36, which passed with 68.4% of the vote, reversed parts of a 2014 measure that had relaxed punishments for certain crimes, including retail theft.
