The GST Council has formed a Group of Ministers to consider Andhra Pradesh's proposal for a 1% calamity cess on luxury goods to fund disaster relief. Similar to a previous proposal approved for Kerala in 2019, this levy aims to raise funds for states hit by natural disasters.
