The Irish Data Protection Commission (DPC) has issued €3.26 billion in fines to tech companies over the past five years, but only €19.9 million has been collected, or 0.6% of the total.
Many of the fines remain uncollected due to ongoing court appeals or legal processes.
The DPC notes that a fine is not payable until confirmed by the Circuit Court, and the process is delayed if the fined party appeals.
