Kingston doctor ordered to repay $600,000 for improper billing of mobile COVID-19 vaccine clinics.

Dr. Elaine Ma, a Kingston family doctor, must repay over $600,000 to the Ontario government for improperly billed services related to mobile COVID-19 vaccination clinics from July 2021 to January 2022. The clinics vaccinated over 27,000 people. The Health Services Appeal and Review Board ruled the services did not meet payment requirements, citing a 2001 memo defining "employee" and questioning if parking lots qualify as doctor's offices. Despite the ruling, Dr. Ma received an award for her pandemic efforts.
