Quebec investigates Consignaction for delays in implementing bottle deposit reform, considering heavy fines.

Quebec's Ministry of the Environment has launched an investigation into Consignaction and its operator, AQRCB, over delays in implementing the province's bottle deposit reform. The investigation follows insufficient responses to information requests and slow deployment of return points for beverage containers. The deposit on glass and multi-layer containers has been postponed until March 1, 2027, due to these delays. The ministry may impose penalties of up to $10,000.
