The Education Review Office (ERO) in New Zealand has criticized the NCEA Level 1, stating it is not reliable or fair and does not adequately prepare students for higher levels. The ERO report found that 71% of school leaders believe NCEA Level 1 fails to prepare students for Level 2 and 64% agreed it does not motivate students. Employers also doubt its reliability. The ERO recommends reducing flexibility, focusing on fewer, larger standards, and making it more challenging. Education Minister Erica Stanford has delayed reforms until 2028 for Level 1 and 2029 for Level 3.
