Bulawayo's Deputy Mayor Edwin Ndlovu and Councillor Mpumelelo Moyo have been arrested on charges of demanding a $20,000 bribe from a Chinese company, Labenmon Investments, for land allocation for a cement plant. Ndlovu claims his arrest was "strange" and "illegal," stating he was not informed of the charges and has no connection to the company.
