Conducted by a congressional committee and the Center for Strategic and International Studies, the simulation highlighted Taiwan's challenging mountainous terrain and limited coastal corridors, making it difficult for China to invade. The study suggested providing Taiwan with 500 Harpoon missiles could enhance its defense capabilities during this period.
