Nigel Carter, a 64-year-old Scottish philanthropist, collected 500 used bicycles to send to a Sudanese charity but faced a setback when Scottish officials deemed the bikes unfit for shipping due to needed repairs, classifying them as waste. Carter, who has been collecting bikes for reuse for about 20 years, now fears the bikes may be scrapped. The Sudanese charity approved the condition of the bikes, but SEPA insisted on environmental standards to prevent dumping waste abroad.
