The most common grounds for sustaining protests were unreasonable technical evaluations, flawed selection decisions, and unreasonable cost evaluations. Despite the decrease, the GAO's effectiveness rate remained around 52%, indicating protesters often received relief. Meanwhile, the U.S. Court of Federal Claims saw a 47% rise in bid protests filed, suggesting a possible shift in protest filing trends.
