The program aims to cut greenhouse gas emissions by 50% by 2035 and 90% by 2050. It includes a carbon crediting market, allowing companies to buy credits to offset emissions, with funds going to climate-focused nonprofits. The program, which incorporates over 10,000 public comments, will start its first compliance period on January 1, 2025.
