Judge rules Virginia governor can't unilaterally withdraw state from RGGI, a climate program.

Floyd County Circuit Court Judge Randall Lowe ruled that Virginia Governor Glenn Youngkin's attempt to withdraw the state from the Regional Greenhouse Gas Initiative (RGGI) is unlawful. RGGI, which has generated nearly $830 million for flood prevention and energy efficiency programs in Virginia, can only be left through an act by the General Assembly, not the governor's administration. Youngkin views RGGI as a "hidden tax" and plans to appeal the decision.
