The Office of the Inspector General in Baltimore found that the city's Safe Streets program may have used up to 26 fake employee names on contracts, though no funds were paid to these names. The audit also discovered that the program failed to verify employees' daily activities and made duplicate payments totaling $290,357. The agency managing the program, MONSE, agreed to improve its internal controls and payroll review process.
