South Korean railway workers start "work-to-rule" protest, causing subway delays in Seoul.

South Korean railway workers began a "work-to-rule" protest on Monday, demanding higher pay and a larger workforce. This action caused delays of up to 20 minutes on several subway lines in Seoul, including lines 1, 3, 4, Suin-Bundang, Gyeongui-Central, and Seohae. Regular trains and KTX high-speed trains continued to operate normally. KORAIL set up an emergency task force to minimize inconvenience, and the union plans an indefinite strike in early December if demands are not met.
