Travis Chipps, an 18-year-old from Rapid City, has been arrested and charged with attempted murder in connection with a shooting that took place on October 4 in Rapid Valley. The victim, found with non-life-threatening gunshot wounds, was hospitalized. Chipps was already in Pennington County Jail for drug and alcohol-related charges.
