A report by the Fraser Institute claims Ontario, Canada's most populous province, has become an "economic laggard" with slow GDP growth and frequent deficits. Over 24 years, Ontario ran deficits almost 80% of the time, compared to Quebec's 60%. Both provinces have lagged in productivity and business investment, impacting Canada's economy as they account for two-thirds of its economic output and over 60% of its population.
