Rev. Percy "Happy" Watkins, an influential Spokane pastor and civil rights leader, has died at 82. He moved to Spokane in 1961 and served as pastor emeritus at New Hope Baptist Church, where he was known for reciting Dr. King's "I Have a Dream" speech. A founding board member of The Fig Tree and former NAACP chapter leader, Watkins was recognized for his dedication to social justice and community service. Spokane City Council President Betsy Wilkerson announced his passing.
