Victoria's building regulator, the Victorian Building Authority (VBA), is being dismantled following a report that criticized its inadequate handling of homeowner complaints regarding substandard construction. The new Building and Plumbing Commission will replace the VBA, gaining expanded powers to compel builders to fix issues before and after homeowners move in. However, affected homeowners will not receive compensation. The report recommended 20 changes to enhance regulatory effectiveness.
