Toronto has launched its Winter Services Plan to assist the homeless, adding 530 temporary shelter spaces and activating 218 warming center spots during extreme cold from November 15 to April 15. Despite these efforts, the shelter system is at capacity, housing about 12,200 individuals nightly, a rise from last year. The city aims to create 286 new supportive housing units and 20 permanent shelters by 2033, addressing ongoing homelessness challenges.
