Montreal business owner fined $35,000 and ordered to pay $11,400 in taxes for undeclared luxury watch upon returning from Philadelphia.

Montreal business owner David Segall Blouin has been fined $35,000 and ordered to pay $11,400 in Quebec sales tax for failing to declare a $115,000 luxury watch upon returning from Philadelphia in August 2022. He claimed he would pay duties later, but the Canada Border Services Agency found the package's manifest stated a value of only $6. Blouin lost his Federal Court challenge and must also cover the government's legal fees.
