Former PCSO chief implicates Duterte in extrajudicial killings during drug campaign.
Former Philippine Charity Sweepstakes Office chief Royina Garma has implicated former President Rodrigo Duterte in extrajudicial killings during his anti-drug campaign. In testimony on October 11, she revealed that Duterte directed her in May 2016 to adopt a "Davao model" for police operations, which included a reward system for officers based on drug suspect killings. Garma also linked the drug war to the assassination of former Tanauan mayor Antonio Halili.
