Rosemary Costello from Dublin was fined €150 for neglecting her Shih Tzu, Rex, who was found in a small cage with severe matting and filth. Costello pleaded guilty to failing to ensure Rex's health and welfare. Although the judge recognized her personal difficulties, he did not disqualify her from pet ownership. Rex has since been rescued and is receiving care from the Dublin Society for Prevention of Cruelty to Animals.
