Balkaran Singh, a 45-year-old former immigration consultant in Winnipeg, has been sentenced to two years of house arrest and fined $50,000 for creating fraudulent documents for clients. His misconduct, which began in January 2021, led to a Canada Border Services Agency investigation after he attempted to secure work permits for foreign nationals using fake employment offers. Singh pleaded guilty to counselling misrepresentation under the Immigration and Refugee Protection Act.
