John Apter, former head of the Police Federation, was found guilty of gross misconduct for making a sexually suggestive comment about Lissie Harper, widow of slain PC Andrew Harper. The remark, made during a 2020 staff meeting before an awards ceremony, was deemed inappropriate. Although Apter was cleared of two other allegations, his name will be added to the College of Policing's barred officers list for at least five years. If still active, he would have faced dismissal.
