Gauteng Finance MEC Lebogang Maile stated that the province will not refund e-toll payments, despite owing R12.9 billion for freeway upgrades. A R3.8 billion payment has been made as part of a five-year plan to address a total debt of R43 billion, with the national government covering 70%. The province will not borrow for these payments, relying instead on its annual budget. This marks the first step in a broader road maintenance strategy.
