Matthew Anderson Ryan Kelley, a 31-year-old man from Decatur, Alabama, was killed in a hit-and-run incident on Lawrence County 209 around 2:40 a.m. on September 29. Kelley was lying in the roadway when an unknown vehicle struck him and fled the scene.
