The highest blood alcohol concentration recorded was 439mg/100ml, nearly nine times the legal limit. The Medical Bureau of Road Safety's report highlighted a significant number of repeat offenders and emphasized the prevalence of alcohol, cannabis, cocaine, and benzodiazepines among drivers.
