New Zealand's Chief Ombudsman, Peter Boshier, criticized Associate Health Minister Casey Costello for inadequately addressing a request for information on the authorship of tobacco policy notes. Boshier found that Costello failed to comply with the Official Information Act by not citing grounds for withholding information. He noted her reasonable efforts to identify the author but expressed concern over poor record-keeping. Boshier has referred the matter to the Chief Archivist and recommended improvements.
