A Maryland judge, Cathleen Vitale, has ruled that a ballot question regarding the redevelopment of Baltimore's Harborplace is unconstitutional, deeming it confusing and misleading. While the question will still appear on the November ballot, its results will not be certified. This decision follows a City Council proposal to allow private developer P. David Bramble to build luxury apartments and mixed-use spaces at the Inner Harbor. An appeal to the Maryland Supreme Court is possible.
