A woman was killed in a hit-and-run incident while crossing Washington Boulevard in Elkridge, Howard County, on September 6 around 9:30 p.m. She was struck first by a southbound vehicle and then by a northbound vehicle, both of which fled the scene. The victim was not in a crosswalk. Authorities closed part of the road for about four hours and are seeking information from the public regarding the vehicles involved.
