Chad Richards, 23, has been charged with first-degree intentional homicide and use of a dangerous weapon in the shooting death of UW-Whitewater student Kara Welsh, 21. The incident occurred on August 30 in an off-campus apartment, following an altercation. Richards, who called emergency services, appeared in court on September 6, with bail set at $1 million. If convicted, he faces life imprisonment.
