Julian "Duke" Brown, a former Horry County police officer, will not face charges for running over and killing 66-year-old Sandra Schultz-Peters on June 13 in Myrtle Beach. The Fifteenth Circuit Solicitor concluded there was no evidence of recklessness, which is required for vehicular homicide under South Carolina law. Brown, who retired in July, was driving inattentively when the accident occurred. Schultz-Peters' family has filed a wrongful death lawsuit against him and the department.
