Unplanned Burnaby, BC refinery shutdown caused by cold weather, leading to resident complaints; normal operations resumed on March 29.

Parkland Corp. reported that an unplanned shutdown of its Burnaby, BC refinery in January was caused by unusually cold weather, leading to a foul odor that prompted over 100 resident complaints. The incident, which began on January 12, resulted in a loud pop and a green-black plume on January 21. Possible causes included improper closing and valve leakage. The refinery was evacuated, and normal operations resumed on March 29. Air contaminants were elevated but did not breach pollution standards.
