Padraig O'Connor, a childcare provider in South Dublin, has been fined €2,000 for obstructing a Tusla inspection at his unregistered preschool, Little Puddles Childcare. O'Connor pleaded guilty to violating the 1991 Childcare Act by operating without registration and being aggressive during the inspection. Although the charges could have led to fines of up to €10,000, the court spared him a recorded conviction under the Probation of Offenders Act if he pays the fine.
