CBI accuses Rau's IAS Study Circle owner of illegally using basement, leading to UPSC aspirants' drowning.

The Central Bureau of Investigation (CBI) accuses Abhishek Gupta, owner of Rau's IAS Study Circle in Delhi, of illegally using the basement for commercial purposes, leading to the drowning of three UPSC aspirants during heavy rain on July 27. The basement was improperly converted into a library and exam hall despite a Municipal Corporation of Delhi occupancy certificate restricting its use. The institute lacked a fire safety certificate for nearly a year. The CBI seeks custodial interrogation of Gupta and others involved.
