The US government is withholding $5 million from each F-35 jet until Lockheed Martin completes the Technology Refresh 3 (TR-3) software upgrade, which enhances displays, memory, and processing power. The US military resumed deliveries of the stealth jets in July, but the full payment for each aircraft will only be released once the TR-3 "combat capability is qualified and delivered".
