Blair's Law, criminalizing reckless gunfire in Missouri cities, went into effect after 13 years of advocacy by Michele Shanahan DeMoss, whose 11-year-old daughter was killed by celebratory gunfire in 2011. Penalties range from a Class A misdemeanor to a Class D felony, with potential prison time of one to seven years and fines of $2,000 to $10,000. The Police Chiefs Association will assist in enforcing the law.
