On 28 August, due to heavy rain from the southwest monsoon (Habagat), some areas in the Philippines suspended classes and work in government offices. The National Capital Region (NCR) also suspended face-to-face classes for preschool to senior high school, both public and private. The Philippines' weather agency, PAGASA, reported that Habagat has affected Central Luzon, Southern Luzon, and Visayas. Local government units in Metro Manila, Zambales, Bataan, Tarlac, Pampanga, Cavite, Batangas, Occidental Mindoro, Palawan, and Antique suspended classes at all levels of public and private schools. The suspension followed Malacañang's approval of the National Disaster Risk Reduction and Management Council's (NDRRMC) recommendation for class and work suspensions in the National Capital Region.
